Re: 3dmark06 - post scores I'm not so sure,
Yes you probably are falling behind with the Graphics card, I had two 8600gt's in sli and could break 10,000 with a core 2 E6750, and under stock settings my 9800 gx2 sets about 14,000 with the quad core. Now with dx10 yes there is a bigger difference, 3dmark vantage utilizes four cores insteed of 2 like in '06. A quad core is nice, but the 6600 is kind of the lower end quad core, the one that really performs for the $$$ is the Q9450, it is just behind the very expensive QX9770, these are at stock speeds of course, but the 9450 does a good job keaping frame rates high.
Your Dual core will be fine for a while, so long as you overclock it, My quad core will be fine for just as long a time. When the Nehalems begin coming out towards the end of the year, we m ight start seeing a drop in price for the Q9450's. Long story Short, wait until next summer before you buy a new chip, the Nehalems are on a new socket and utilize DDR3 so they will be out of reach for a while, but the penryns are still really great chips, and If I could get a quad like the 9450 for say $199, then I will defenantly do that.
