Yep, I have one of those, and although I think it's a great controller (seven fans is a lot), the PWM is a bummer for the LED fans when you spin 'em slow. Fortunately for me, my only LED fans in this particular case are in back and on the side (front ones are chrome), and those I want going almost full-out, so it's not an issue.
If you want an all-digital fan controller that doesn't use PWM, you'll have to spend some cash. I have a hardcano 13 in my 2nd rig, and it's awesome. No blinking, customizeable LCD background color, 10-in-1 cardreader built in, easy controls, looks cool...you get the picture. But, it costs around $60, give or take five bucks and who has it on sale.
You can find rheostat-based controllers pretty cheap ($15-$30), but then again they're not going to have that space-age look of the digital controllers.
A piece of advice: always search the forums for potential info about stuff like this before you buy it...I know that I've given the run-down on this controller multiple times on these forums. I'm not trying to rub it in or anything here, but you could have known all of this in advance.
Your choices at this point (if the blinking is really bugging you and you want to run the fans more slowly, plus you still want the lighted effect) are:
1) get a different fan controller
2) replace your LED fans with UV fans and UV cathodes
3) replace your LED fans with cathode fans (the ones that come with a cathode ring to light them)...since the cathodes are powered separately, the controller won't cause them to blink (I've had good luck with these)
